  • Paddy Seligman OBE JP DL

    Paddy was appointed as a magistrate on the Inner London Bench in 1980 and continued this work on the Norwich Bench, after moving to Norfolk in 1987. For more than 13 years she was a member of the Board of Visitors in four prisons: Feltham YOI, Wayland, Norwich and Whitemoor, and in 1993 was awarded an OBE for her service.

    Paddy is a trained 'Appropriate Adult'. This means being part of a panel of volunteers called upon to be present during the police interviews of arrested individuals who have learning disabilities or are mentally ill. For six years she was a lay member of the Mental Health Review Tribunal and is now a Mental Health Hospital Manager at Rowan House. She chaired the Council of Management of NORCAS from 1996 to 2001.

    She is currently a trustee or chairman of many worthwhile local organisations, including PACT (Partners Against Crime Taskforce), Norfolk Family Mediation Service, Norfolk Millennium Trust for Carers and the EDP We Care Appeal. She was appointed Deputy Lieutenant in 2003.

    Paddy and her husband Anthony have a son, daughter and two adult grandchildren. In her spare time she likes to cook, entertain and play duplicate bridge.

  • Lady Joyce Hopwood

    Lady Hopwood moved to Norwich in 1968 and it was here she discovered her interest in social work and the opportunity to explore new prospects. She began working with children's charities in the local area, including Archway and Families House, before taking up a position at Norwich Citizens Advice Bureau. She later held a number of roles in the NHS, including membership of the East Anglian Regional Health Authority.

    It was through her roles as Chair of the Norfolk Probation Committee and magistrate for more than 20 years that led to her work with NORCAS.

    As a trustee of the Norwich Charitable Trusts for more than 10 years, Joyce gained an interest in working on behalf of older people and is currently Chairman of the Norwich Older People's Forum.

  • Lord Tollemache

    Lord Tollemache was born in Norwich in 1939 and spent the first years of his life, during World War II, near Brancaster in Norfolk.

    He was commissioned into the Coldstream Guards and served with them in Kenya, Bahrain, Kuwait, Oman and Zanzibar.

    He became a Deputy Lieutenant of Suffolk back in 1984, before being promoted to Vice Lord Lieutenant nine years later and eventually Lord Lieutenant in 2003. He is a patron or president of some 55 voluntary organisations in the county.

    He and his wife Alexandra have a daughter, two sons and one grandson.

  • Bishop Graham James

    Bishop of Norwich

    Bishop Graham was ordained in Peterborough in 1975 and later worked in Welwyn Garden City as a team vicar.

    He moved to Church House in Westminster, where he gained responsibility for overseeing the selection procedures for candidates for ordination into the Church of England. In 1987 he was appointed as Chaplain to the Most Reverend Robert Runcie, the Archbishop of Canterbury at the time.

    Bishop Graham was consecrated Bishop of St Germans in 1993, returning to his native Cornwall, before being enthroned as the 71st Bishop of Norwich on 29th January 2000. Since 2004 he has sat in the House of Lords and chaired the Ministry Division of the Church of England for five years. He became a patron of NORCAS in 2008.

  • Bishop William Nigel Stock

    Bishop William Nigel attended St Cuthbert's Society College Durham University in 1972, before attending Ripon College Cuddesdon to train for Ministry. He was appointed Deacon in 1976 before becoming Chaplain one year later at Stockton St Peter in Durham.

    For more than 25 years he worked in the North of England before taking on the role of Bishop as St Edmundsbury and Ipswich in 2007. He was happy to accept the invitation to become a charity patron for NORCAS and support the vital work we do for the local community.

  • Richard Jewson

    Educated at Rugby School and Pembroke College, Cambridge, Richard first worked in the timber and building material supply industry, later becoming managing director of Jewson and then chairman of its parent company. He retired from Meyer International in 1993 before taking on the role of chairman of Savills plc for more than ten years.

    He is currently chairman of Archant Ltd, Raven Russia plc and a non-executive director of Grafton Group plc, Temple Bar Investment Trust plc and Clean Energy Brazil plc amongst others.

    Richard serves as Pro-Chancellor of the University of East Anglia, Patron of the Norfolk Community Foundation and Chairman of the Trustees of East Anglia Art Foundation. He is also a patron or president of a range of voluntary and charitable organisations in Norfolk, as well as Lord Lieutenant of Norfolk. 

    He is married to his wife Sarah and has four grown-up children and eleven grand children. His interests include golf, horse trials, sailing, tennis, the environment, the visual arts and opera.

  • Charles Barratt

    Chairman

    Charles is a Chartered Fellow of the Chartered Institute for Securities and Investment.

    Born, bred and educated in Norfolk, Charles worked for a leading firm of London stockbrokers, as well as a number of provincial stockbrokers throughout the UK, before qualifying and becoming a partner in Barratt & Cooke in 1970. Charles became managing partner in 1977, senior partner in 1987 and chairman of the newly formed Barratt & Cooke Limited in 2005.

    Along with his 'right-hand man' Martin Warren and his loyal staff, Charles has led Barratt & Cooke through eventful times such as: privatisation, the Big Bang, Black Monday, the Dot.Com Crash and more recently the US credit crisis.
